HANDOUT: A More Robust DCR

This is an informational handout that was part of the 2014 Bike/Walk Summit presented by MassBike and WalkBoston.

The Issue – The Massachusetts Department of Conservation and Recreation (DCR) owns and manages off-road paths and on street facilities for bicyclists and pedestrians throughout the Commonwealth. These facilities serve as essential active transportation corridors for local residents. As bicycling and walking continue to grow statewide, more residents are utilizing these facilities year-round and not just during warmer months.

DCR has been an active and positive partner in recent conversations with the advocacy community about how to bring agency policies around maintenance and snow removal into alignment with the use of their facilities as essential corridors for non-motorized transportation.

DCR’s budget has been cut by approximately 20% since 2008. These deep budget cuts have led to park closures, unstaffed campgrounds and unmaintained facilities.* DCR has committed to making bicycle and pedestrian transportation a priority on their facilities year-round, but the agency needs additional resources and investments to make this commitment a reality.

Ensuring that bicyclists and pedestrians can utilize our on- and off-road transportation infrastructure year-round is an essential component of achieving statewide mode shift goals.

The Ask – Funding decisions for the FY15 budget are being made right now, and we need our legislators to make sure that DCR has the resources to maintain its facilities in a manner suitable for year-round transportation.

Please ask your legislator to support increased funding for DCR parks in the FY15 budget, and urge them to provide DCR with adequate funding for its day-to-day operations and seasonal staffing so Massachusetts residents can safely use on- and off-road paths and parkways.

If you use a DCR path or parkway for your daily transportation or recreational needs, tell your legislator how increased funding for DCR would improve your ability to safely and conveniently access your destinations throughout the year.

Can you please describe how you are planning to help educate bicyclists, walkers, runners and drivers about the new ways in which they will interact as the built environment is changed to provide a richer set of separated bicycle facilities? In particular, can you tell us about the lessons that were learned in such cities as Copenhagen and Amsterdam as they made a similar transition several decades ago?

Nicole Freedman from Boston Bikes’ summarized response: Will soon be working with two volunteers from Mullen to help with that process. There’s a need for all of us to be more responsible in order to have pedestrians & cyclists be supportive of each other and make streets safer for everyone. That makes the process of asking for more changes easier if the everyday interactions are less confrontational.

Dear Chairman Joyce:

WalkBoston writes to urge you to support the “Active Streets Certification Program” that is included in the Transportation Bond Bill that was recently passed by the House (H3882). Senator Harriette Chandler and Representative Jason Lewis (S68/H3091) filed a version of this language as standalone legislation.

As Massachusetts’ leading pedestrian advocacy organization, WalkBoston works with communities across the state to help them create a safer and more convenient walking environment for their residents. We see very strong interest in walking in urban, suburban and rural municipalities, and we also see communities that are having a difficult time designing and investing in sidewalks and walkways.

The program created under this proposal would encourage communities to build streets and roads that accommodate walking, bicycling and transit use – a.k.a. “Complete Streets” – by creating a small grant program for which they would become eligible after passing a Complete Streets bylaw or ordinance in addition to taking several other actions.

The presence of improved walkways and bicycle facilities encourages an active, healthy lifestyle and reduces auto dependency. In addition to health benefits, Complete Streets can boost the local economy supporting local business districts and increasing property values. While some cities and towns in Massachusetts have already taken steps to implement Complete Streets, this program would provide the necessary incentives and support to encourage even more cities and towns do so.

Dear Secretary Davey:

As a group of neighborhood and regional advocacy organizations that promote Complete Streets, safer walking and bicycling, and sustainable transportation planning policies, we are unanimous in our support of the Town of Arlington’s current plan for the reconstruction of Massachusetts Avenue from the Cambridge line to Arlington Center. The Town’s current plan includes the reconfiguration of the de facto four-lane street into a three-lane roadway with striped bike lanes, wider sidewalks, improved crosswalks with refuge islands and an assortment of streetscape enhancements. We are collectively writing to express our concern that MassDOT may give too much weight to a non-binding ballot question on the local ballot in Arlington that contradicts state policies and guidelines.

Public support for the Mass Ave project is strong throughout East Arlington and among a number of businesses in the Capitol Square business district. This has been made clear in numerous meetings in the past three years, including MassDOT’s 2011 25% design hearing where over 60% of the public comments were made in support of the three-lane plan. More recently, MassDOT’s Feb 26th 75% hearing drew hundreds of supporters from throughout the Town and public comments in support ran 3:1 versus those opposed. The Arlington Board of Selectmen unanimously supports the plan and would like to see the four-and-a-half year process come to a conclusion soon.

Similar to other projects that promote a reduction in the available space for motor vehicles, opposition has formed among some neighbors and businesses. For the past four years, the opposition group has become more entrenched and has tried to delay or stop the project on numerous occasions. Most recently, opponents to the current three-lane plan gathered enough signatures to place a non-binding referendum on the April 6th ballot for Town elections. The question simply asks if Arlington voters desire to “retain four lanes on Mass Ave in East Arlington as currently practiced.”

The question discusses none of the safety benefits of the three-lane plan, whether four lanes would accommodate MassDOT design guidelines or the potential impact on funding of a “yes” vote. While we respect the use of a ballot referendum to guide local decision-making, the simplicity of the question is an inappropriate response to a complex roadway design and engineering project. A resulting “yes” vote to recommend a four-lane plan would contradict MassDOT guidelines for safe bicycle accommodations and puts numerous pedestrian safety features at risk. Four travel lanes would also contradict the goals set forth in the Healthy Transportation Compact, the GreenDOT policy, the Governor’s “Way Forward” and the Mode Shift Goals to triple the share of walking, bicycling and transit use by 2030.

The Board of Selectmen has made clear their support for the project and, short of an extremely-unlikely lopsided vote, will continue to support a three-lane design in accordance with state policy and guidelines. However, in both individual meetings and at the 75% hearing, Town officials and community members have received mixed messages from MassDOT staff about the potential results of the referendum. This included hints that a majority “yes” vote for four lanes could endanger state support and funding for the current three-lane plan. This possibility is a serious concern to our organizations as a worrisome precedent to future roadway reconstruction projects that incorporate pedestrian and bicycle enhancements that may be controversial.

In conclusion, we strongly encourage MassDOT to maintain support and full funding for the reconstruction of Mass Ave in Arlington no matter the results of the simplistic non-binding referendum. To abandon support would send a message that MassDOT is unwilling to stand behind its own Complete Streets policies, guidelines and goals, and would encourage opposition to Complete Streets in projects throughout the Commonwealth.
